Dr. Deborah Proctor of Rush City passed away at Our Lady of Peace Hospice in St. Paul on Sunday, January 8, 2017 at the age of 65.Deborah Jo Williams was born November 18, 1951 to Ira and Joyce (Corbin) Williams in Columbus, Ohio.Deb is survived by her husband James D. Proctor; son James C.
